Lifelong Learning is to simplify its course fees and introduce a refunds policy.

Manager, Jo Evens, told members at last week’s Policy and Resources committee that there would now be a flat fee of £4 per hour for courses run by island-based tutors.

Those in receipt of benefits will get a 50% reduction.

However, courses run by mainland-providers will be set at the price charged at the tutor’s home base.

Jo said this is a departure from the current system, where the cost is dependent on the venue and the number of participants. Often people don’t know that until the last minute.

In her report, Jo said that Lifelong Learning had tried to recruit more tutors based here in Scilly and predicted that the majority of courses would be delivered by locally-based staff by 2013.

The Council is also tightening up their refund policy. Anyone cancelling more than seven days before the course starts will get a full refund, minus a £5 admin fee, while after that, only a 50% refund will be possible and that will be given in the form of vouchers.

The vouchers are a new introduction and it’s hoped they’ll be used as gifts and prizes or by the Council to target hard-to-reach learners.

Cllr Richard McCarthy said this was one of a number of policies that were being tidied up over the summer and added it was important that both learners and tutors were clear on the new arrangements.

He’s pleased that there’s now a fair and open policy on refunds and cancellations.
